메콩강을 경계로 태국과 미얀마, 라오스가 국경을 접하고 있는 골든트라이앵글. 때 묻지 않은 자연과 찬란한 불교 유적이 눈부시게 아름답지만, 이곳은 마약 왕 쿤사가 건설한 세계 최대의 마약왕국이었다. 인간의 탐욕이 탄생시킨 마약과 순수가 경계를 이루는 곳, 골든트라이앵글로 안내한다.
끝나지 않는 마약과의 전쟁, 태국 국경수비대 마약단속반 동행 취재
마약과 내전, 코끼리 가득 양귀비를 싣고 정글을 가르는 고산족들로 이름 높던 땅. 골든트라이앵글은 해가 지지 않는 마약 왕국으로 불리던 곳이다. 이 일대를 지배하던 마약 왕 쿤사는 1996년 항복했지만, 골든트라이앵글은 여전히 세계 최대의 마약 생산지로서의 이미지를 벗지 못하고 있다. 각국 정부는 마약의 오명을 씻기 위해, 국경 지역에 속속 카지노를 세우며 관광도시로 발돋움하기 위해 노력 중이다. 하지만 최근 양귀비 재배 지역이 늘어나고 있다는 뉴스에서 마약과의 전쟁이 아직까지 계속되고 있음을 확인할 수 있다. “지금은 발전해서 전화 한 통이면, 마약을 보내고 돈을 받아서 옵니다.” 특히 가장 적극적으로 마약 근절에 나서고 있는 태국에선 곳곳에서 무장한 군경들이 24시간 마약 검문을 실시하고 있다. “차의 고무 타이어에 숨겨서 들어오는 경우가 많아요. 오늘은 채소와 과일 차량에 마약을 숨겨온다는 정보를 입수했지요.” 태국은 공식적인 통계상으로는 양귀비 재배지가 대부분 사라진 것으로 알려져 있다. 하지만 일부 고산족들은 은밀한 재배와, 미얀마 등지에서 제조되어 넘어오는 마약은 여전히 골칫거리. 미얀마와 태국의 국경 지대에서 정글을 누비며 마약을 단속하는 태국 국경수비대를 W 카메라가 동행 취재했다.

소수민족은 아카족 역시, 다른 고산족들처럼 양귀비를 재배를 생계 수단으로 삼았었다. 정부 정책에 따라 양귀비 대신 옥수수와 벼 등 다른 작물을 재배하기 시작했지만, 빈곤에서 벗어나기엔 역부족이었다. 소수민족의 전통을 보기 위해 찾아 온 관광객들에게 구걸을 하고 기념품을 강매하는 일이 늘어나기 시작했다. 그런데 이들의 사정을 눈여겨 보던 한 NGO 단체가, 아카족이 사는 반로르차 마을에 색다른 제안을 했다. 전통을 이용한 공정여행이 바로 그것. 구걸 대신 마을을 둘러보는 관광객들에게 입장료를 받았고, 그 돈으로 마을 기금을 마련했다. 이를 통해 경제적 어려움을 감소시킨 것은 물론, 빈곤 때문에 사라져가던 그들의 문화까지 되살아날 수 있었다.
최근 세계는 또 다시 골든트라이앵글을 주목하고 있다. 중국, 일본은 물론 우리나라까지 나서서 메콩강의 풍부한 수량을 이용한 수자원 개발에 한창이다. 하지만 무분별한 댐 건설로 강의 수량이 줄어들면서, 메콩강 어부들에게 또 다른 어려움이 닥쳤다. 계속 되는 위기! 하지만 순수함을 잃지 않고 살아가는 골든트라이앵글 사람들의 소박한 삶을 소개한다.
