미국 텍사스 주의 달라스 공항. 탑승을 기다리던 한 승객이 소리친다. "이런 검색보다 용의자를 분류하는데 신경써야죠. 이건 돈 낭비에 시간낭비라고요!" 다른 승객이 반박한다. "안전을 위해 당연한 일 아닌가요? 언제 911같은 끔찍한 테러가 발생할지 모르는데!"
최근 미국의 교통안전청(TSA)에서 전국 공항에 전신스캐너(Whole Body Scanner) 도입을 결정하자 논란이 거세지고 있다. 기존에 사용하던 금속탐지기가 아닌, 알몸의 세세한 윤곽까지 보여주는 일명 ‘알몸투시기’! 그 실체를 알아보기 위해 W가 직접 미국으로 날아갔다.
모두의 안전을 위해 알몸 좀 봅시다!
달라스 공항 내부. 로비에서부터 분위기가 심상치 않다. 9.11테러 이후 더 삼엄해진 안전요원들의 공항경비! 보안검색대 앞에 길게 줄지어선 사람들. 금속 탐지기를 통과한 한 남자를 보안요원이 불러 옆에 있는 커다란 기계 안에 들어가게 했다. 바로 화제의 전신스캐너! 20초간 두 손을 들고 서 있던 남자는 결국 뼈에 철심이 박혀있던 것으로 밝혀졌다. 일반 엑스레이와는 달리 사람의 입체적인 신체 실루엣을 드러내 옷 속의 물건들까지 탐지해 낸다는 전신스캐너. 보안검색기계 앞을 지나는 이들의 몸속에 숨겨진 비밀들이 한눈에 보인다. 지갑과 열쇠, 속옷 아래 감춰진 뱃살, 심지어 가슴성형 보형물까지! 이 놀랍고도 민망한 기계가 전 세계를 뜨거운 논쟁으로 몰고 간 이유는 무엇일까?
감시는 허술하고 부작용은 심각하고
누군가 나의 알몸을 투시하고 있다면 어떤 기분일까? 그리고 그것을 강제로 당해야만 한다면? 테러방지를 위해 미국이 최선책으로 내놓은 전신스캐너 사용의 가장 큰 쟁점은 신체비밀의 노출을 견뎌야 하는 불쾌함과 그로 인한 인권침해! 몸에 금속을 박거나 보형 기구를 장착한 사람은 십중팔구 스캐너 앞에 서야하고, 20명당 한명씩 무작위로 선정되는 사람들 또한 자신의 속을 낱낱이 드러내야 한다. 혹시 있을지도 모르는 테러범과 모두의 안전을 위해 대다수의 시민들이 알몸이 강제노출되는 수치심과 불쾌감을 감수해야 하는 것!
교통안전청을 찾은 W. 당국 관계자는 “얼굴과 신체 주요 부위를 흐릿하게 처리하고 사진 저장과 전송기능을 제거하면 인권침해 소지를 대폭 줄일 수 있습니다”며 인권침해 문제의 대책방안을 설명했다. 하지만 그 말에 동의하는 사람은 얼마나 될까? 제작진이 확인해본 결과, 사진은 얼굴과 성기부위에 특수처리를 했음에도 수치심을 느낄 만큼 적나라했다.
인권과 안전 사이, 그 어지러운 딜레마
미국에 이어 최근 영국, 캐나다를 비롯한 세계 각국에서 전신스캐너 도입추진이 이어지고 있다. 우리나라도 곧 이 기계를 사용하는 법을 검토하겠다고 한다. 한 대에 무려 20억이나 하는 전신스캐너! 과연 테러방지를 위한 확실한 효과는 있는 것일까? 시민단체와 일부 전문가들은 이 기계가 정작 지능적이고 교묘한 테러는 막지 못한다고 말한다. 비닐처럼 얇은 비금속 물질에 든 소량의 가루, 또는 항문이나 몸 속 깊숙이 숨긴 물건들은 감지하지 못한다는 것. 무엇보다 심각한 문제는, 스캐너의 검사를 받는 승객들의 선정기준이 불분명하다는 것이다. 당국이 정한 기준은 ‘테러의 우려가 높은 14개 국가에서 입국하는 여행객 또는 1차 보안검색에서 테러가 의심되는 승객’인데, 사실상 선별은 담당직원의 자의에 의해 인종차별적으로 이루어질 가능성이 높다.
인권침해와 인종차별, 무엇보다 테러방지 실효성에 대한 어떤 의심과 우려도 해결하지 못한 채, 테러에 대한 공포만을 안고 알몸 투시는 계속되어야 하는걸까?

Talking naked looking full body scanner

How does it feel if someone is looking at my naked body? And if I have to force it? The biggest issue in the use of a full-body scanner that the United States has released as the best way to combat terrorism is the unpleasantness of enduring the exposure of physical secrets and the resulting human rights violations! Anyone who puts metal on the body or wears a prosthetic device should stand in front of the scanner, and randomly selected people, one in every 20 people, must also reveal their own individuality. For the security of terrorists and everyone who may be there, the majority of citizens must be embarrassed and uncomfortable to be exposed naked!
A W. government official who visited the Transportation Security Administration said, "It is possible to reduce the possibility of human rights violations by removing blurred face and body parts and removing photo storage and transmission functions." But how many people agree with that? As a result of the review, the photographs were too shameful to have special treatment on the face and genital area.
Between human rights and safety, that dizzy dilemma
Following the United States, the introduction of full-body scanners has continued in recent years, including in the UK and Canada. Korea will soon review the use of this machine. A full-body scanner that costs as much as 2 billion units! Is there a sure effect to prevent terrorism? Civic groups and some experts say the machine does not prevent intelligent and clever terrorism. It does not detect small amounts of powder in vinyl-like thin nonmetallic materials, or objects hidden deep within the anus or body. The most serious problem is that the selection criteria of the passengers being inspected by the scanner are unclear. The criteria set by the authorities are "travelers from 14 countries with high levels of terrorism concern, or passengers suspected of terrorism in the primary security search". In fact, the selection is likely to be racially discriminated by the staff at the discretion of the staff.
Do we have to continue with naked persecution with fear of terrorism, human rights violations, racism, and above all, without any doubt and concern about the effectiveness of anti-terrorism?
