인도 최대의 폭죽도시 시바카시. 인도 폭죽의 80% 이상을 생산하는 이곳의 화려한 불꽃놀이 뒤에는 가난하고 무지한 인부들, 특히 어린 아이들의 눈물이 깊게 스며있다.인도 시바카시 폭죽공장의 어두운 비밀, 아동 노동의 현장을 밀착 취재했다.
우리는 모두 14세입니다
시바카시의 어느 폭죽공장. 앳된 얼굴의 아이들이 온몸에 화약을 묻힌 채 위험한 작두를 만지고 있었다. 그중에는 얼굴과 손 군데군데 화상을 입은 아이들도 보이고, ‘어제 작두에 손이 잘린 아이가 있으니 조심하라’는 섬뜩한 경고도 들려왔다. 한눈에도 7-8세 정도로 보이는 어린이들을 공장주는 모두 14세 이상이라 주장했고, 아이들은 자신의 진짜 나이를 숨기거나 말을 아꼈다. 14세 미만의 아동 노동을 엄격히 금지하는 인도. 그러나 공장에서는 이런 규정이 무용지물인 듯 보였다. 이들의 나이를 검증해 줄 공무원들은 이미 공장주들과 비리로 유착된 지 오래. 아무런 안전장비도 없는 이곳에서 목숨을 내놓고 일하는 아이들이 하루 종일 일해서 버는 돈은 고작 30~40루피(우리 돈으로 800원)라고 했다.
폭죽이 앗아간 앳된 얼굴, 회복되지 않는 삶
8년째 바깥출입을 못하고 있는 치트라(18). 8년 전, 빚을 갚기 위해 10살의 어린 나이로 폭죽공장에서 일하다 폭발사고로 전신화상을 입었다. 목과 팔이 녹아 붙었던 그녀는 5번의 대수술을 통해 그나마 팔다리와 손목을 사용할 수 있게 됐다. “너무 힘들었어요. 사람들을 만날 수도 없고 아무도 도와주지 않았어요” 사고의 흔적은 여전히 처참한 흉터와 움직임이 부자유스러운 손에 고스란히 남았다. 시바카시에는 치트라와 같은 사람들이 수없이 많다. 한 통계에 따르면, 시바카시에서는 매년 공식 집계되는 사고만 3-40건. 그나마 90% 이상의 크고 작은 사고들은 묻혀버린다고 한다. 국제 NGO 단체 마니탐 관계자는 이곳 폭죽공장에서 일하는 것이 마치 ‘커다란 폭탄 속에 있는 것과 같다’고 말했다.
시바카시의 사람들은 위험하다는 것을 잘 알면서도 아이들을 공장에 내보낸다. 별다른 생계수단이 없기 때문이다. 저렴한 임금 때문에 공장주는 계속 아이들을 찾고, 아이들은 가난 때문에 어쩔 수 없이 위험으로 내몰리고 있다. 이곳 아이들의 삶에 탈출구는 없는 걸까? 시바카시 폭죽공장 아이들의 참혹한 비극
