인도네시아에는 세계 8대 환경 재앙으로 손꼽히는 일명 ‘쓰레기 강’ 시타럼(Citarum River)이 있다. 한 때, 다양한 동식물들이 살아가는 생태계의 보고로 손꼽히던 이곳은 단 20년 만에 쓰레기 매립지를 능가하는 사상최악의 강으로 변해버린 것. 대도시의 생활쓰레기와 공장폐수, 온갖 배설물들이 여과없이 흐르는 죽음의 강, 시타럼 강의 처참한 실상을 <W>가 취재했다.
강물 대신 오물이 흐르는 강, 그곳에서 살아가는 사람들
인도네시아의 수도 자카르타 인근을 흐르며 식수원을 공급하는 시타럼 강. 제작진은 강을 터전삼아 살아가는 작은 마을을 찾았다. 마을로 들어서자마자 풍기는 이상한 냄새. 강에 다다르자 눈앞에 펼쳐지는 참담한 광경이 두 눈을 의심케 했다. 맑은 강물 대신 흐르는 것은 갖가지 쓰레기가 뒤섞인 악취나는 흙탕물! 간밤에 내린 비에 불어난 강물은 플라스틱 용기부터 폐비닐, 두꺼운 솜이불에 고물 가전제품, 동물의 시체까지 상상을 초월하는 오물들로 뒤덮여 있었다. 그리고 강 곳곳에는, 남루한 옷차림의 사람들이 작은 나룻배에 위태롭게 몸을 실은 채 맨손으로 쓰레기를 건져내고 있었다.
강에서 쓰레기를 주워 살아가는 오기(12)와 오까(8) 형제. 온종일 썩은 물에 손을 담그지만 하루에 버는 돈은 고작 400~500원. 아빠없이 살아가는 형제의 엄마 ‘엉껌’씨는 아이들이 쓰레기 강으로 나가는 것이 싫지만 다른 수입원이 없어 어쩔 수 없다고 했다. 강에 들어갈 때마다 가려움에 시달리고 곰팡이에 손발이 하얗게 변하면서도, 매일 강에서 쓰레기를 줍는 빈민촌 사람들. 그나마 우기에는 쓰레기가 많아 조금 낫다고 그들은 입을 모았다. 건기 때는 악취가 심해지는데다, 떠내려 오는 쓰레기가 없어 먹고살기 더 어렵다는 것. 쓰레기의 습격으로 위기를 맞았던 이들은, 이제 쓰레기가 없으면 살아갈 수 없는 형편이 됐다.
산업화의 꿈이 죽여버린 강, 그 무서운 복수의 시작
20년 전까지만 해도 벼농사와 고기잡이로 평화롭게 살아가던 시타럼의 사람들. 그러나 1990년대부터 근처에 대규모 공장과 댐이 들어서면서 비극은 시작됐다. “시간마다 공장에서 흘러나오는 폐수 색깔이 달라져요”, “가끔씩 정부에서 시찰을 나오지만 소용없어요”, “쓰레기를 버리는 곳이 따로 있지만 귀찮아서 그냥 강에 버려요”. 강의 오염으로 인해 시타럼 유역은 상수도마저 심각한 위기에 놓여있었다. 더러워진 강물을 생활용수로 쓸 수 없는 것은 물론 우물과 지하수마저 오염되어 마시기 곤란한 상태. 그나마 형편이 좀 나은 사람들은 비싼 생수를 사 마시지만 그마저 없는 사람들은 어쩔 수 없이 설사를 유발하는 우물물을 먹는다. 그러면서도 사람들은 쓰레기 처리비용을 아끼기 위해 또다시 강물에 쓰레기를 내다버리는 악순환을 반복하고 있었다. 강의 비극은 여기서 끝나지 않는다. 자카르타 시 인근 바다에 위치한 프라무카 섬에서, 최근 등껍질이 바깥으로 휘어버린 거북이들이 발견되고 있는 것. “2005년에 태어난 녀석인데, 당시 주변 섬에서 기름유출사고가 있었어요” 산림청 관리자가 제작진에게 보여준 거북이는 기형으로 인해 한발짝 내딛는 것조차 힘겨워 보였다.
어두운 시타럼의 오늘, 밝은 내일은 가능한가
이제는 ‘세계에서 가장 더러운 3대 강’ 중 하나가 되어버린 시타럼 강. 강물에 섞인 오물의 제거도 문제지만, 더 큰 난관은 사람들의 수질오염에 대한 인식변화다. 돈내기가 귀찮아서 아무런 거리낌없이 강물에 쓰레기를 내던지는 사람들을, 인도네시아 정부는 어떻게 바꿀 수 있을까. 그리고 이제 쓰레기 없이는 살아갈 수 없게 된 빈민촌 사람들의 삶은 어떻게 달라질 수 있을까. 진흙보다 어두운 시타럼 강의 현실, 죽어가는 강물의 무서운 복수의 현장

Odorous muddy water mixed with various garbage flows instead of clear river. The river was flooded with rain from the last night, covered with plastic bottles, waste vinyl, thick cottons, stale appliances, and animal bodies. And in the riverside, the people of the ragged attire were getting rid of their garbage with their bare hands in a dangerous state on a small ferry.

The river that industrialization dreams kills, the beginning of that scary vengeance
The people of Sitarum who lived peacefully with rice farming and fishing until 20 years ago. Since the 1990s, however, tragic events have begun with large-scale factories and dams nearby. "The color of the wastewater flowing from the factory changes every hour", "Sometimes the government comes to the inspection but it is useless", "There is a place to throw away the garbage, but it is annoying and I just throw it in the river". Due to the contamination of the river, the watershed in Sitarum was in serious crisis. It is not possible to use dirty river for living water, but also to pollute wells and ground water. Those who are better off eat expensive bottled water, but those who do not have it will inevitably eat diarrhea-producing wells. At the same time, people repeated the vicious cycle of throwing trash out of the river again to save the cost of disposal. The tragedy of the river does not end there. At the island of Pramuka, near the city of Jakarta, turtles have been found recently that have been bent outward. "The guy who was born in 2005, there was an oil spill on the surrounding islands." The turtles showed to the crew by the manager of the Forest Service, and it seemed that it was difficult even to take a step forward due to malformations.
