중동에 위치한 작은 국가 카타르에서 ‘멸종 위기에 처한 야생 동식물의 국제무역에 관한 협약(CITES)’을 위한 대규모 회의가 열렸다. 주요 안건은 일명 ‘워싱턴조약’으로 알려진 대서양·지중해산 참다랑어(참치의 대표 어종)의 어획 및 수출입 금지. 국제 어업관리단체는 현재 참다랑어의 산란가능 개체수가 50년 전에 비해 74%가 줄었다고 발표했다. 그러나 결과는 찬성 20표에 반대 68표, 기권 30표로 부결. 멸종 위기에 처한 참치의 남획을 막으려 했던 일부의 제안은 무산되고 말았다. 도대체 누가, 왜 이런 긴박하고 중요한 문제에 반대표를 던진 것일까?
“생선회하면 참치죠. 일식의 제왕입니다”
이번 안건에 대해 가장 강력한 반대를 표시한 것은 일본. 전세계 참치의 3분의 1을 소비하는 참치 최다소비국이다. 연간 43만 톤의 참치를 먹어치우며, 그중 60%를 수입에 의존하는 일본. 그들이 가장 열광하는 참치인 대서양 참다랑어의 80%는 일본으로 수입되기에, 그들의 이번 수출입 금지안 반대는 당연한 것으로 보인다. 그러나 참치의 멸종 위기를 증명하는 수많은 과학적 근거들이 제시됐음에도 불구하고, 안건은 부결됐다. 대부분의 사람들은 이번 결과가 인근 국가들에 대한 일본 정부의 대대적인 로비 때문이라고 본다. 일본 수산청 관계자 역시 그같은 심정을 감추지 않았다. “일단 조항에 참다랑어가 들어가면 다음번에는 다른 종류로 확대될 가능성이 큽니다. 처음 단계에서 이런 가능성을 없애버려야만 해요”
“참치를 계속 먹고 싶고, 후손에게도 전해주고 싶어요”
참치없는 삶은 상상조차 할 수 없다는 일본인들. 이번 조약의 부결에 대해 일단은 안심했지만, 마냥 표정이 밝지만은 않다. 참치를 좋아하는 만큼 그들도 고갈 가능성에 대해 위기를 느끼고 있기 때문이다. 오랫동안 일본 식생활의 가장 소중한 부분을 차지해온 참치. 하지만 그들의 지나친 참치사랑이 참치를 ‘멸종위기 어종’으로 만들어버린 것 또한 사실이다. 참치 최다소비국인 일본에게 주어진 특별한 딜레마, 그들은 이 난제를 어떻게 풀어가야 할까?
