덴마크 코펜하겐에 사는 크리스티나는 세 아이의 엄마다. 아기와 함께 외출준비를 마친 그녀는 집 밖의 유모차에 아기를 눕힌다. 이 추위에 어디를 가는 것일까. 모자의 행선지가 궁금해질 무렵! 크리스티나가 아기를 두고 집으로 들어갔다. 한 겨울에 아기 혼자 밖에 두고 돌아서는 그녀! 대체 무슨 일일까. “아이를 밖에 재우고 집 청소를 하려고요. 덴마크엔 아기도둑이 없으니 괜찮아요.”아기 혼자 밖에서 재운다는 믿기 힘든 이야기! 더 놀라운 것은 이 위험한 광경을 덴마크에서는 흔히 볼 수 있다는 것이다. 어떻게 이런 일이 가능할까. 불행과 걱정 없이 행복만 가득한 나라 덴마크의 행복비법을 W에서 공개한다.
덴마크, 행복한 동화 속에 사는 사람들
동화의 나라 덴마크는 현실도 동화만큼 달콤하다. 수도 코펜하겐, 형형색색의 집들과 수려한 자연경관은 동화의 나라라는 명성대로였다. 하지만 이 나라를 동화처럼 만든 것은 따로 있다. 그것은 바로 완벽에 가까운 복지시스템! 이 때문일까. 덴마크는 2007년 유럽연합 조사에서 국민의 97%가 행복하다고 응답, 유럽 내 1위를 차지했다. 덴마크를 세계 제일의 행복한 나라로 만든 시스템은 대체 무엇일까. W는 크리스티나(29)의 집을 찾았다. 세 아이의 엄마인 그녀는 출산휴가중인 학생. 다섯 식구의 생계를 책임지는 것은 그녀의 애인뿐이다. 우리나라 3배에 달하는 살인적인 물가 속에서도 여유로운 그녀. “정부에서 자녀가 있는 가정에 지원금을 줘요. 무직자는 신청하면 돈을 더 받을 수 있어요.”취재진을 놀라게 한 것은 이뿐만이 아니었다. 1년의 유급 출산휴가가 주어지는 것은 물론, 출산부터 학업에 이르는 양육 관련 지출을 모두 정부에서 지원해준 다는 것!
덴마크의 복지시스템은 중증장애인 수산나(53)의 집에서도 계속 된다. 불편한 몸으로 아등바등하는 모습은 그녀와 거리가 멀다. 전동휠체어부터 특수화장실에 이르기까지 오직 그녀를 위해 설계된 집! 이 역시 국가에서 지원받았다. 하지만 그녀를 가장 편하게 하는 것은 그녀 옆의 한 여자다. 수산나와 18년을 함께 했다는 여자는 바로 도우미. 365일 그녀 곁을 지키는 도우미는 자그마치 7명에 달한다. “도우미를 고르면 정부에서 돈을 내요.” 도우미와 함께 수산나의 외출을 따라나선 W. 집을 나서기 무섭게 차가 도착하더니 휠체어를 태우기 위한 구름판이 내려왔다. 이 특수차 또한 국가에서 지원해준 것이다. 덕분에 쉽게 차에 탄 수산나. “일반인과 다르지 않게 사는 특권을 받는 것 같아요. 그래서 덴마크에 사는 것이 행복해요.”평범치 않은 몸의 그녀가 평범하게 살 수 있도록 덴마크는 돕고 있었다.
최대 세금 63%, “더 낼 수 있어요.”
덴마크 국민이라면 누구에게나 적용되는 천국의 시스템! 약자에게 더 많은 혜택을 주는 살맛나는 복지의 시작은 세금이었다. 소득의 48%, 최대 63%를 세금으로 내는 덴마크 사람들. 허리가 휘는 물가에 살인적인 세금까지 내야하지만 그들은 함께 행복하기 위해 기꺼이 지갑을 열었다. “62%의 세금을 내지만 만족해요. 모두 좋은 삶을 살고 있잖아요.”모두가 행복하다면 더 많은 세금도 낼 수 있다고 거리에서 만난 이들은 입을 모았다.
