중국이 위태롭다! 4월을 코앞에 둔 지금, 도처에서 심각한 가뭄과 황사로 인한 피해가 속출하고 있다. 특히 서남부의 윈난성 지역에는 지난 8개월간 단 한차례의 비도 내리지 않는 사상 최악의 건조 재앙이 닥쳤다. 100년 만에 처음으로 찾아왔다는 지독한 가뭄! 커다란 호수가 말라붙고 농작물이 타들어가는 처참한 현장을 찾아갔다.
말라붙은 호수, 갈가리 찢어진 땅
중국의 서남부 윈난성. 예년 같으면 풍부한 강수량으로 초록빛으로 물들었어야할 논밭은 누런 흙먼지와 말라죽은 잡풀들로 가득했다. 커다란 저수지가 있다고 알려진 마을을 찾은 제작진. 그곳에 저수지라 부를만한 물은 보이지 않았다. 넘실대는 물 대신 넒은 황무지를 가득 메운 것은 보기에도 섬뜩한 굵고 시커먼 균열들! 깊이가 무려 30cm가 넘는 땅의 모서리들은 손을 베일만큼 날카롭고 딱딱하게 굳어 있었다. 얼마 전까지 이곳이 호수였다는 사실을 말해주는 것은 간간이 보이는 물고기와 조개의 시체들뿐이었다.
값비싼 야채 대신 풀을 뜯는 사람들
“다 말라버렸어. 꽃이 안 펴요” 복숭아 과수원을 운영하는 탕인가오(58)씨. 전에는 일년에 4천위안(한화로 약 70만원) 정도의 수입이 있었는데, 올해에는 그나마 있던 수확도 전혀 기대할 수 없게 됐다. 너무 가물어서 이제 마을사람들은 파종조차 하지 않는다고. 쌀값, 야채값이 폭등해버린 탓에 어쩔 수없이 야채 대신 독성이 있는 꽃을 따 먹고, 잡풀을 뜯어 삶아먹는다는 탕씨 부부. 마실 물도 부족한 형편에, 그나마 먼 길을 걸어 힘들게 길어온 물을 말라가는 나무들에게 조금씩 흘려주고 있었다. 올 봄, 아무것도 거두지 못한 탕씨부부는 아직도 까마득하게 남은 일년을 어떻게 보내야 하는걸까.
원래는 연평균 강수량 1300mm를 자랑하던 윈난성. 이토록 유례없는 재앙이 갑작스레 찾아온 이유는 무엇일까? 중국 인민대학의 정펑텐 교수는 윈난성의 이번 가뭄 피해가 자연재해가 아닌 ‘인재(人災)’라고 말한다. “정부가 대규모 수력발전소와 저수지를 만드는 데만 집중한 나머지, 정작 농민들에게 절실한 생활용수 공급에는 무관심했습니다”
위기에 맞서는 작은 노력들, 재난은 극복될 수 있을까
이번 가뭄의 심각성을 인지한 중국 정부와 시민들의 범국가적인 원조가 윈난성 지역에 이루어지기 시작했다. 식수를 나눠주고, 새로운 식수원을 찾고 있는 것. 그러나 이것이 순간적인 해갈 외에 실질적인 가뭄 극복에 얼마나 도움이 될지, 또 앞으로의 예방에는 어느 정도 효과가 있을지는 여전히 미지수다. 날로 심각해지는 기후변화와 환경재난. 그 앞에서 윈난성 농민들처럼 스스로를 보호할 길이 없는 사람들은 재앙의 직격탄을 맞을 수밖에 없는 것이 현실이다.
