한파와 폭설을 동반한 대재앙 ‘조드(dzud)'가 몽골을 초토화시켰다. 영하 50도를 넘나드는 살인적인 한파! 최대 1미터 이상, 국토의 90퍼센트를 뒤덮은 폭설! 사상 초유의 혹한에 뼈만 앙상한 가축들의 사체가 곳곳에 쌓여 가고 있다. 그 수는, 전체 가축의 7%에 달하는 약 4백만 마리! 전체 인구 중 3분의 1이 유목생활을 하는 몽골에서, 수많은 가축들을 하루아침에 잃어버린 유목민들의 좌절과 고통은 이루 말할 수 없을 만큼 크다. 심각한 국가적 위기를 불러온 죽음의 혹한 ‘조드’! 몽골을 뒤덮은 재앙의 현장을 W에서 취재했다.
“가축의 90% 이상이 죽었어요. 살아 갈 길이 막막합니다.”
앞이 제대로 보이지 않을 정도의 눈보라를 간신히 뚫고 차로 8시간이나 걸려 도착한 몽골 중남부의 어워르항가이. 작년 10월부터 지금까지 쉴 새 없이 눈이 내린다는 어워르항가이는 몽골에서도 가장 피해가 심한 지역이다. 평생 유목민으로 살아왔다는 74세 맘체렝 씨는 그동안 키워온 백여 마리의 소와 염소를 잃었다. 살아남은 건, 고작 소 한 마리. “인생 말년에 전 재산인 가축의 90 % 이상이 죽었으니 살아 갈 길이 막막하고 절망스러워요.” 소의 뱃속에 있던 새끼가 태어나지도 못하고 어미와 함께 죽는 일도 비일비재하다고 했다.
“도시로 나가고 싶어도 할 수 있는 일이 없어요.”
대지는 얼어붙고 풀 한 포기 자라지 않자, 가축들은 서로의 털까지 뜯어 먹고 있는 상황! 유일한 생계수단인 가축을 잃은 유목민들은 생활비는 물론, 살아남은 가축에게 먹일 사료를 살 돈조차 없다. “유일한 돈벌이는 죽은 염소의 가죽을 벗겨 파는 것뿐이죠. 두 마리 가죽을 팔면 겨우 사료 한 봉지를 살 수 있어요.” 500마리가 넘는 염소와 양을 잃은 소소르바람씨 (41세). 가축을 담보로 은행 대출을 받아 유목 생활을 해왔는데 더 이상 대출 이자도 갚지 못할 형편이라고 했다. “여기서 굶어죽을 수는 없으니 가축이 다 죽으면 도시로 나가야죠. 하지만 도시로 나가도 할 수 있는 일이 없어요.” 빈데리야 (26세)씨는 도시 빈민이 되기보다는, 가축이 몇 마리라도 살아남으면 힘들더라도 유목 생활을 이어나갈 생각이다.
“인간이 자연을 해친 벌을 받는 겁니다.”
사실 몽골 유목민들에게 ‘조드(dzud)’는, 그리 생소한 말이 아니다. ‘조드’는 여름철 가뭄이후에 찾아오는 극심한 겨울을 뜻하는 말. 가뭄에 의해 가축의 영양상태가 좋지 않은 조건에서 혹한의 겨울을 맞으면 높은 가축 폐사율로 이어지는 복합적 재난을 일컫는다. 그런데 보통 10년 주기로 찾아왔던 ‘조드’는, 지난 10년 간 무려 4번이나 발생했고 올해 들어서는 엄청난 피해를 초래하며 몽골을 공포로 몰아넣고 있다. 올해 86살인 레그체그씨에게도 올해처럼 혹독한 추위는 처음이다. “기후가 이상하게 변하고 있어요. 인간이 자연을 해쳐서 벌을 받는 게 아닌가 생각해요” 환경 전문가들 역시 최근의 폭설, 혹한, 가뭄 등은 마구잡이식 개발로 인한 몽골의 사막화에서 비롯된 것이라고 분석하고 있다.
몽골 정부는 따뜻한 6월이 올 때까지 앞으로 300만 마리의 가축들이 더 죽을 것으로 예상하고 있다. 이뿐만이 아니다. 날씨가 풀리면 죽은 채 방치된 가축들로 인해 유목민들이 전염병에 걸릴 가능성도 배제할 수 없다. 꼬리에 꼬리를 물고 계속되는 문제들. 해결 방법은 무엇일까?
